The bill, titled “On amendments and additions to certain legislative acts of the Republic of Uzbekistan in connection with improving the road safety system”, is being reviewed by parliamentary party factions in the Legislative Chamber.
Among its key provisions is the introduction of temporary vehicle impoundment as a new legal sanction. Under the proposal, courts would be able to order vehicles used in certain serious traffic violations to be placed in an impound lot for a period of six months to one year.
The draft law also proposes revoking the driving privileges of motorists caught exceeding the speed limit by more than 80 km/h, in addition to imposing fines of up to UZS 26.8 million.
Another proposed amendment targets so-called road hooliganism committed by individuals who do not hold a valid driver's license or have already been stripped of their driving rights. In such cases, authorities would be allowed to confiscate the vehicle or place it under temporary impoundment in addition to the penalties already envisaged by law.
The legislation would also introduce criminal liability for individuals who allow minors to drive if doing so results in serious consequences.
In addition, the bill calls for tougher penalties for driving under the influence of alcohol, participating in illegal street races, leaving trucks parked at night in a manner that endangers other road users, and other hazardous conduct.
Illegal racing would also be addressed under the proposed amendments. According to the draft, racing events would only be permitted in specially designated areas and must comply with safety requirements as organized sporting events.
