The procedure is set out in an administrative regulation approved by Cabinet Resolution No. 519 of September 28, 2026.

The measure applies to men aged 58–60 with at least 25 years of total work experience and women aged 53–55 with at least 20 years of work experience, provided their employment contracts were terminated on the grounds covered by the regulation.

Applications for a referral to receive an early pension must be submitted through the Unified Interactive Public Services Portal. Applicants must attach a copy of the order terminating their employment contract. If their employment history has not been fully digitized, a copy of their employment record book must also be provided.

Local employment authorities will review the submitted documents within two working days. The applicant will then be registered as a job seeker, and authorities will spend three months looking for suitable employment.

If no suitable job is found during that period, the person will be officially recognized as unemployed and the referral for an early old-age pension will be sent to the Pension Fund.

Once the pension is granted, unemployment benefits will stop from the following month.

The state service is provided free of charge.
