Many businesses had complained that the requirement to pay the full cost of electricity and gas in advance was tying up their working capital.
Under the new system, companies connected to the automated electricity and gas accounting systems, ASUE and ASUG, that have not violated payment discipline will be required to make an advance payment of only 15%.
“We are fundamentally changing the energy management system. There will be a new system in every district that works based on the current needs and future plans of entrepreneurs,” Mirziyoyev said.
New incentives for construction contractors and designers
A new approach will be introduced next year to encourage the growth of construction contractors and design companies.
Regardless of where a construction project is located, an amount equivalent to 5% of the minimum wage will be budgeted for each labor-hour worked.
State project estimates will also include a 7% profit margin for contracting companies. Depending on the complexity of a construction project, design work will be allocated funding equivalent to 4–7% of the project’s total value.
