In a statement issued on 20 August – Entrepreneur's Day in Uzbekistan – the administration said it had taken into account constructive and critical feedback from entrepreneurs and would place greater emphasis on open dialogue, clearly explaining the requirements and resolving outstanding issues on an individual basis.
The revised approach follows concerns raised by business owners during the introduction of the design code, which sets standards for the appearance of buildings, facades and other elements of the urban environment.
According to the city administration, work to introduce the design code covered 3,228 businesses on 56 streets in Tashkent between 11 May and 26 July this year.
To assess the views of entrepreneurs directly affected by the process, the administration conducted a survey jointly with the Tashkent regional department of the Chamber of Commerce and Industry of Uzbekistan.
The survey found that, in some cases, businesses had not received sufficiently clear or timely information about the design code requirements, the procedures for obtaining the necessary documents and the sequence of work they were expected to carry out.
The city administration said it considered these complaints justified and would take them into account in organizing further work. It stressed that the interests of entrepreneurs would be given priority.
More than 500 facades renovated
So far, 509 entrepreneurs have renovated the facades of their buildings, while another 2,627 are completing work in this area.
Remaining issues will be reviewed individually with each entrepreneur, involving district administrations and relevant organizations.
The authorities have also taken steps to improve the qualifications of specialists working in the advertising sector to ensure that the design code requirements are applied correctly in practice.
Training was organized for specialists from 18 advertising production companies with the participation of experts from Tashkent Invest Company JSC, the Committee for the Development of Competition and Consumer Protection and the Department of Digital Development under the Tashkent city administration.
According to the city administration, the purpose of the design code is not simply to bring building facades into line with uniform standards. The authorities said the process must also be clear and fair for entrepreneurs and improve the appearance of the capital without creating unjustified difficulties for businesses.
