The measures were introduced under Law No. ZRU-1186, dated November 2, 2026, which amends several legislative acts.
Under the amendments to the Code of Administrative Liability, officials who use their positions to unlawfully interfere with the work of authorized bodies and organizations issuing permits and assessments related to land allocation, construction, reconstruction and commissioning of buildings will face fines of 100 to 150 basic calculation units (BCAs) or administrative detention for up to 15 days.
The law also introduces a fine of three to five BCAs for supplying liquefied petroleum gas to consumers at automotive gas filling stations in household gas cylinders.
In addition, owners of markets, shopping complexes and shopping and entertainment centers will be held liable for failing to insure their civil liability for harm caused to third parties' lives or health as a result of fire, as well as for failing to obtain mandatory fire insurance for the properties themselves.
Officials responsible for such violations face fines of 50 to 75 BCAs.
Violations of legally established requirements and procedures for conducting fire safety audits will be punishable by fines of 15 BCAs for individuals and 30 BCAs for officials.
