The initiative is set out in Cabinet of Ministers Resolution No. 553, dated October 9, 2026, on organizing the activities of innovation and startup project parks.

The parks will operate as state institutions under the Agency for Innovative Development, which falls within the Ministry of Education and Science. Their work will focus on supporting startups and manufacturers of innovative products, as well as providing the technical and engineering infrastructure needed to develop their businesses.

The parks will offer business incubation and acceleration programs, allowing entrepreneurs to access organizational, legal, financial and marketing services in one place.

They will also help companies obtain certification and register innovative products, protect intellectual property, promote goods in domestic and international markets, and participate in exhibitions in Uzbekistan and abroad.

The Ministry of Education and Science will coordinate cooperation between the parks, universities and startup studios established at higher education institutions.

Local authorities in Karakalpakstan, the regions and Tashkent will select cities and districts to host the parks, taking local initiatives into account. The Agency for Innovative Development will coordinate the new institutions’ activities.

Production facilities within the parks will be offered for rent through electronic auctions.

The parks will be financed through revenue from their business activities and rental income, funding from local authorities, international grants and other sources permitted by law.
