AVO bank has recorded the sharpest decline in the Central Bank’s customer complaint index, with its score falling from 4.42 in the second quarter of 2026 to 1.25 in the third quarter. The bank now ranks ninth among the 10 banks with the highest indices.

The Central Bank began publishing the index this year, releasing a list each quarter of the 10 banks with the highest indices in the country. The index is sometimes described as a ranking of banks by complaints, but the Uzbek term used by the regulator, murojaatlar, covers all customer appeals concerning a bank's activities. Under Uzbekistan's law on appeals from individuals and legal entities, an appeal can be a complaint, an application or a proposal. The Central Bank does not publish the number of negative complaints received by each bank.

A total of 12,307 appeals concerning banking activities were submitted between July and September, both directly to the regulator and through other government agencies. That is 8.6% more than in the second quarter, when 11,331 appeals were recorded.

Of the nine banks that were in the list last time as well, five now have a lower index and four a higher one. As before, the regulator discloses only the index and not the number of appeals per bank.
