Uzbekistan to roll out new platform for managing consent to personal data processing

Uzbekistan is preparing to introduce a national platform that will record, track, and manage individuals’ consent for the processing of their personal and financial data by credit and payment organizations. The initiative forms part of a broader push to modernize financial technologies and strengthen data governance in the country.

The move follows President Shavkat Mirziyoyev’s 27 November decree on accelerating the development of fintech in Uzbekistan. Under the 2025–2026 fintech support program, authorities plan to allow banks to share customers’ personal and financial information with third parties, provided that explicit consent is obtained.

To enable this, the Central Bank and the Ministry of Justice have been instructed to submit a draft regulatory document by January 2026. The proposal will introduce amendments to the laws On Banking Secrecy and On Banks and Banking Activities, creating a legal basis for data-sharing practices.

The Central Bank will also design its own concept for a cloud-based system. By September 2026, the Central Bank and the Ministry of Digital Technologies will study global best practices and, together with an international consulting firm, develop and approve the concept.

A key component of the reform package is the creation of a mechanism that registers and manages individuals’ consent to data processing. Citizens will be able to withdraw their consent whenever needed, ensuring greater control over their personal information.

By January 2026, the Central Bank and the Ministry of Digital Technologies will develop technical requirements for the consent-management platform. Measures to establish the platform are scheduled for completion by September, followed by its integration into the Unified Platform for Interactive Public Services (EPIGU) by the end of 2026.
