Uzbekistan to launch first toll roads in 2027

Uzbekistan will build its first toll roads in 2027, according to the updated Uzbekistan-2030 Strategy.
Over the next five years, the country plans to construct toll highways totaling 130 km, including routes from Tashkent to Samarkand and from Tashkent to the Fergana Valley.
The first 50 km of toll roads are scheduled to open in 2027. By 2028, the network will reach 75 km, in 2029 – 100 km, and by 2030 – 130 km.
In the original version of the strategy, approved in September 2023, the construction of new roads on the Tashkent–Samarkand and Tashkent–Fergana Valley routes was envisaged through public-private partnerships.
In December 2025, during his annual address to the Oliy Majlis and the people of Uzbekistan, President Shavkat Mirziyoyev announced that in 2026 the construction of 800 km of high-speed roads would begin on the Tashkent–Samarkand, Tashkent–Andijan, Tashkent–Bostanlyk, Pungan–Namangan, and Karshi–Shakhrisabz routes.
Toll roads
Three companies have been approved to participate in the tender for the Tashkent–Andijan toll road. The Deputy Minister of Transport stated that the winner will be selected in the first half of 2026.
The final cost of the Tashkent–Andijan toll highway will be determined after the tender winner is chosen. The new 314 km road is expected to reduce travel time to 2 hours 14 minutes, with construction taking approximately four years.
The project specifications include:
- cement concrete pavement;
- category 1A (highway) with six lanes;
- 10 tunnels totaling 33 km in length;
- maximum speed of 150 km/h;
- 102 overpasses with a combined length of 1,122 meters.
Meanwhile, the Tashkent–Samarkand toll road project is in its final stages. The public-private partnership winner has been “practically” determined, but the contract has not yet been signed. Construction is scheduled to begin in the first quarter of 2026.
Additionally, a 56 km toll road will be built between Tashkent and Charvak. The feasibility study is expected by mid-2026, with construction starting at the end of the year. Annual traffic is projected at 250,000 vehicles.
