Anti-Corruption Agency ranks Tashkent city administration among least transparent state bodies in 2025 Openness Index

The Anti–Corruption Agency has released the results of the "Openness Index" for the end of 2025, an annual evaluation designed to measure the efficiency and transparency of state bodies and organizations in Uzbekistan. 

According to the latest data, the Tashkent city administration has recorded some of the worst results, placing it at the top of the list of the country's most closed government entities.

The 2025 evaluation covered a total of 97 ministries, departments, institutions, and local government authorities. The index is calculated on a 100-point scale based on eight indicators comprising 84 specific criteria. Organizations are categorized into three groups: "good" (81-100 points), "satisfactory" (55-80 points), and "unsatisfactory" (below 55 points).

The overall trend suggests a positive shift in transparency across the public sector. Since the first assessment period in 2022, the number of organizations in the "green" (good) category has increased 3.5 times, while those in the "yellow" (satisfactory) category doubled. Most notably, the number of entities in the "red" (unsatisfactory) category has decreased three-fold. In the current ranking, 66 organizations achieved a high rating, 22 were rated as satisfactory, and nine were deemed unsatisfactory.

Leading the rankings for high transparency were Navoi Mining and Metallurgy Combinat JSC, Uzbekhydroenergo JSC, Uzavtosanoat JSC, the Transport Inspection, Almalyk Mining and Metallurgy Combinat JSC, the Ministry of Digital Technologies, and the Ministry of Justice.

Conversely, the lowest scores among national organizations were recorded by the Agency for Forestry, Greening, and Combating Desertification, as well as Uzbekistan Railways JSC. At the regional level, the administrations of Andijan region and Tashkent city were specifically highlighted for their inclusion in the "red" category due to poor transparency performance.

The Anti-Corruption Agency plans to introduce transparency assessments at the lower levels of the administrative system. Starting from the second half of 2026, the agency will launch a pilot program to evaluate the openness of district and city administrations within Navoi region. These evaluations will be conducted and published via the index.anticorruption.uz platform to ensure continuous monitoring of state accountability.
