The refund initiative is aimed at those who made payments for recruitment services between 2023 and 2025. According to the Agency, eligibility for a refund applies to individuals who remained unemployed "due to organizational or other reasons on the part of the employer" after paying the required fees for organized labor migration.

To facilitate the returns, the Agency has launched a dedicated electronic portal on its official website. Applicants must first pass an authorization process and then provide the following information:

  • The destination country where the applicant intended to work.
  • The year the payment was made and the specific amount.
  • A copy of the payment receipt (if available).
  • Bank card details for the refund, including the cardholder's name.
  • A transit settlement account number (obtainable from the applicant’s bank).
  • The bank’s TIN (9 digits) and MFO code (5 digits).
  • A contact phone number and email address.

The Migration Agency has set a strict deadline for these submissions, with the application window remaining open until March 20.

Once a request is submitted, the applicant will receive an SMS confirmation on their registered mobile number. The funds will be transferred to the provided bank card following a thorough verification of the application details by the Agency’s relevant department.
