Private firms can assess the technical condition of cars effective from January 1, 2019
At the Traffic Safety Department of Tashkent, a seminar was held with the participation of entrepreneurs on the transfer of the right to conduct technical inspection of light vehicles to individuals.
As reported in December last year, from January 1, 2019, business entities may conduct a mandatory technical inspection of light vehicles of individuals (except for freight, passenger and special vehicles).
According to a governmental decree, private firms can only carry out an assessment of the technical condition of cars and issue a relevant certificate. And the State Road Safety Service will issue the results of technical inspection based on this certificate without checking the car.
To eliminate bureaucratic delays, Traffic Safety Department of the capital is developing a unified system to enter the information upon checking the technical condition of a car electronically.
In addition, the document envisages a phased transfer of the function of conducting a mandatory technical inspection of light vehicles of natural persons to business entities effective from January 1, 2018. During the seminar, it became known that so far no private company has conducted such technical inspections.
Head of the first diagnostic station at the State Road Safety Service Lt. Col. Bakhtiyor Gasparov said that many private companies had applied for accreditation, but so far none of them had passed it.
“Companies do not meet our requirements: some do not have a building, others do not have equipment, and so on. From January, individuals will be able to conduct technical inspections of their cars not only at the legal entities, but also as before, at the State Road Safety Service. The maximum cost of technical inspection in private companies will be determined by the administration of a city together with the Ministry of Finance. It is not known yet,” Lt. Col. Gasparov said.
From January 1, private organizations will be able to check the technical condition of a car only at the place of registration of the vehicle. The participants of the seminar suggested not limiting drivers geographically and allowing them to pass inspection not only in another district, but also in another city.
