Privatization of non-agricultural land plots by individuals to be permitted in Uzbekistan

In accordance with the presidential decree “On measures to fundamentally improve the processes of urbanization”, starting from July 1, 2019, legal entities and individuals will be allowed to privatize non-agricultural land plots.

The decree states that legal entities - residents of Uzbekistan have the right to privatize land plots, on which buildings, constructions of buildings, industrial infrastructure facilities owned by them are located.

Furthermore, from 1 July 2019, citizens of Uzbekistan will be granted the right to privatize the land plots allocated to them for individual housing construction and maintenance of a residential house.

Privatization will be carried out by the decision of local governmental authorities when an individual or a legal entity submits an application and provides cadastral documents together with a paid fee check.

Privatized land plots are private property and are inviolable, and also protected by the state.

The President instructed the government to submit a draft law on the privatization of non-agricultural land plots to the Legislative Chamber of Oliy Majlis by April 1. Also before May 1, the Government will need to develop a new edition of the Land Code.

The government of Uzbekistan by June 1 must approve the differentiated payment rates for privatized land plots, as well as the procedure for their payment.

As stated in the document, an increased land tax rate for privatized and acquired land plots will be introduced in Uzbekistan. Stimulating property tax rates will also be set.

Funds from land privatization will be accumulated in the Urban Development Fund under the Ministry of Economy and Industry.
