Expert Commission is established to improve the work of notaries in Uzbekistan
An expert commission has been established under the Ministry of Justice of Uzbekistan to form a unified practice in the field of notaries.
“Low level of quality and efficiency of notarial services provided to the population, long queues at notary offices, practical problems in the implementation of notarial actions, existing bureaucratic hindrances and obstacles become reasons for reducing people's confidence in this system,” the Justice Ministry said.
The commission consists of seven people acting on a voluntary basis. There are leading legal scholars, experienced notaries and senior officials of the Ministry of Justice among them.
The commission is entrusted the task of identifying and resolving lawfully existing problems at places in implementing notarial actions, ensuring unity of practice in the field, identifying legal gaps in acts of legislation, rules and regulations that create conditions for corruption and other offenses that require a large number of documents from citizens, excessive bureaucracy, their elimination and development of proposals for improving legislation.
In addition, searching for legal ways to fundamentally reduce the types of documents provided for notarial acts, introducing the procedure for accepting all necessary documents through an e-system in order to prevent excessive red tape of citizens, and also reducing the types of documents that require mandatory notarial reassurance are among the important tasks of the commission.
