Uzbekistan intends to ratify the Forced Labor Convention

In the portal of discussions of normative-legal acts, a relevant bill has been placed on joining the Forced Labor Convention. 
 
The Protocol to the Convention No.29 on Forced Labor (1930) of the ILO, proposed for ratification, was adopted in Geneva on June 11, 2014, Norma writes. 
 
The Convention No.29 itself has been ratified by Uzbekistan (Resolution No.492-I of Oliy Majlis of August 30, 1997). It states that members of the IOM (International Organization for Migration) that have ratified it must abolish all forms of forced or compulsory labor exploitation. Also, the term “forced or compulsory labor” has been clarified in the Convention. It means any business or service that is required under any threat of punishment from any person who does not offer voluntary service. 
 
The Protocol complements the rules of Convention No.29 and provides for the following measures that must be taken to prevent abuses: 
 
• educating and informing employers of abusive workforce and employers to avoid becoming involved in such practices; 

• strengthening other services that are in charge of enforcement of labor inspection bodies and legislation on forced labor; 

• protecting from fraudsters during the recruitment process of labor migrants; 

• identifying factors that increase the root causes of forced or compulsory labor and others. 
 
The Protocol encourages compensation for victims of abusive work, as well as their non-discrimination and unilateral sanctions for the illegal acts committed by them. 
 
In addition, a number of rules have been withdrawn from the Protocol and the Convention. In particular, Paragraph 2 of Article 1 is excluded. Additionally, terms and warranties of such labor have also been abolished. 
 
The project may be changed, provided additions or denied.
