Center for network markets and export-oriented production researches established

The Cabinet of Ministers adopted a Resolution “On organization of activity of the Center for Network Markets and Export-Oriented Production Researches under the Ministry of Economy and Industry of the Republic of Uzbekistan”.

The document states that in accordance with the decree No.5564 of the President of the Republic of Uzbekistan “On measures to further liberalize trade in the commodity markets and develop competition” issued on October 30, 2018, the Center for Network Markets and Export-Oriented Production Researches under the Ministry of Economy and Industry of the Republic of Uzbekistan was established.

The main tasks of the Center are as follows:

creation of regularly updated electronic-information portal for informing business entities about nomenclature and types of products (goods and services) produced and imported in the Republic;

formation of a database on internal production capacities, volumes of supply and demand for goods, as well as price changes in the domestic market for manufactured and consumed products;

analyzing and monitoring the dynamics of prices, demand and supply changes in the commodity markets and preparing relevant proposals on this basis;

comprehensive study of the market conjuncture in the republic and regions, preparation of proposals for their balanced development.

The followings are defined:

Director of the Center is appointed and dismissed by the Minister of Economy and Industry of the Republic of Uzbekistan;

Director of the center is equal to the head of the department at the Ministry of Economy and Industry of the Republic of Uzbekistan on terms of the status, labor payment, medical and transportation services.

The Ministry of Economy and Industry of the Republic of Uzbekistan and the Ministry of Finance of the Republic of Uzbekistan have agreed to the proposal on organization of the off-budgetary fund for providing the Center with information and financial incentives.

The funds received for the work done on the market of goods and services under the contractual order of the ministries and economic entities and other sources not prohibited by the legislation are defined as the sources of the off-budget Fund.

The followings have been identified as the sources of funding the Center:

funds of the State Budget of the Republic of Uzbekistan;

funds received from the off-budget Fund for the work performed on a paid basis;

international financial institutions and grants of foreign organizations, as well as other sources not prohibited by the legislation.

The Center has been given the main tools, property and other assets, archives and other documents of the republican center, which is being liquidated, for examining investment projects and programs, for studying the conjuncture of Commodity markets under the Ministry of Economy of the Republic of Uzbekistan.
