Gov’t decree: Entertainment facilities are allowed to work during night
The Cabinet of Ministers adopted a decree “On additional measures to ensure public safety in catering and entertainment facilities operating at night”.
According to the document, from October 15 of this year, catering and entertainment facilities can work around the clock and they are subject to the following requirements:
- the presence of a video surveillance system inside the specified objects, including office space, entrances and exits, with the ability to store images for at least 30 days;
- adequate (at least 10 meters) lighting of the territory adjacent to the building, car park and other relevant territory;
- compliance with the requirements of noise standards in the room or not using music and sound-amplifying devices at night;
- provision of fire extinguishing equipment and first-aid kits;
- availability of information on the evacuation scheme in visible for all places, as well as telephone numbers of emergency and rescue services.
In addition, the head of these facilities provides information on the implementation of these requirements to the territorial bodies of internal affairs.
“Activities at night without complying with the above requirements are prohibited and entail responsibility in the prescribed manner. As part of the requirements, intervention of law enforcement agencies in the activities of facilities operating at night is prohibited,” the document says.
The right to act at night can be canceled by the relevant administrations if these objects violate the decree’s requirements or receive regular complaints from the public.
On routes, where such objects are located, constant control is established by the patrol officers.
It should be noted that the above decree takes effect three months after the date of its official publication.
