University rectors now can independently determine the tuition fee amount for foreign citizens

A draft resolution of the Cabinet of Ministers “On amendments and addenda to some decisions of the Government of Uzbekistan” has been posted on regulation.gov.uz portal for discussion.

In accordance with paragraph 3 of the resolution “On improving the procedure for admission and training of foreign citizens in educational institutions of the Republic of Uzbekistan”, the Ministry of Higher and Secondary Specialized Education, in agreement with the Ministry of Finance and other interested ministries and departments, was instructed to submit within a week the amount and procedure of payment for training of foreign citizens at educational institutions of Uzbekistan. 

The draft resolution provides for amendment of the statement of this paragraph as follows:

“3. To authorize the rectors of higher educational institutions (directors of their branches) starting from the academic year 2019/2020, in agreement with the Ministry of Higher and Secondary Specialized Education, to independently determine the tuition fee amount at higher educational institutions for foreign citizens in an amount not less than that established for citizens of Uzbekistan in the corresponding educational direction and specialty”.

Also, clause 9 of the regulation on the procedure for admission and training of foreign citizens in educational institutions of the Republic of Uzbekistan, approved by the aforementioned resolution of the Cabinet of Ministers, envisages that the tuition fee at educational institutions of Uzbekistan is set by the State Commission for admission to educational institutions on the basis of a proposal from the Ministry of Higher and Secondary Specialized Education in consultation with the Ministry of Finance and other relevant ministries and departments. 

The draft regulatory act provides for amendment of the statement of this paragraph as follows:

“9. Tuition fees at educational institutions are set by rectors of higher educational institutions (directors of their branches) in agreement with the Ministry of Higher and Secondary Special Education.

Tuition fees at secondary specialized, vocational educational institutions is established by the Ministry of Finance in coordination with the Ministry of Higher and Secondary Special Education”.

Thus, the project provides for the authorization of rectors of higher educational institutions and directors of branches of universities to independently determine the tuition fee for foreign citizens.
