“Adolat” SDPU proposes to abolish limited admission quota to universities 

“Adolat” Social Democratic Party of Uzbekistan (SDPU) has been widely discussing its pre-election campaign program for parliamentary elections and is collecting numerous proposals.

According to experts, the majority of proposals are in the field of education. In particular, many opinions have been expressed on the problems of enrollment at higher education institutions, a huge gap between the number of applicants and the admission quota, and an increase in the flow of young people applying for foreign universities, education quality of which are not guaranteed. 

The election program, prepared by experts of the “Adolat” SDPU proposes to simplify the enrollment to higher education institutions, increase the number of universities and abolish the limited quota for admission.

In particular, 1 million 66 thousand 925 applicants applied to higher education institutions this year. Of these, 102,400 were enrolled successfully. This means that only 9.6% of the applicants were admitted to universities. 

Thus, the party offers to provide applicants, who failed the entrance exams, with the right to study on a tuition-fee basis. That is, all applicants, who have not been enrolled, should be given the chance to become students by paying the tuition fee.

The political party, in cooperation with the Ministry of Higher Education, plans to establish normative documents, which will reflect the parameters of admission to each higher educational institution on the basis of state order by 2020. As a result, universities will be gradually moving towards self-financing and abolishing admission quotas.
