Government approves new regulations for transferring students to state universities

The government of Uzbekistan has officially approved the administrative regulations governing the transfer of students from foreign and non-governmental higher education institutions to state-owned universities.

Under the newly enacted Cabinet of Ministers Resolution No. 299, the application window for these transfers will open annually from 15 July to 5 August. The Agency for Assessment of Knowledge and Qualifications has been designated as the authorized state body responsible for managing and overseeing the entire evaluation process.

Students seeking to transition into the state university system can submit their applications digitally. Registration is accessible through the Single Portal of Interactive Public Services (my.gov.uz), the dedicated electronic platform managed directly by the agency, or by visiting physical Public Service Centers.

The regulations outline specific grounds upon which an application will be rejected. Candidates will be denied a transfer if they fail to provide the complete package of required documentation, submit fraudulent or distorted data, or fail to pay the mandatory processing fee within the specified timeframe.

Following the close of the application window, the relevant authorities will review the submissions and attached documents annually between 15 July and 6 August to issue an official decision of acceptance or denial. Applicants will receive their formal notifications directly through the Single Portal of Interactive Public Services or the agency’s electronic platform.

To ensure transparency, the final results of the mandatory transfer entrance examinations will be issued with an integrated QR code. These digital certificates will be made available to students within one week of completing the testing phase.
