Presidential decree: Creation of private notary offices will be allowed from 2020
President Shavkat Mirziyoyev signed a decree on measures to fundamentally reform the notary system, the Justice Ministry said.
The document notes that from January 1, 2020, private notary offices will be created. These changes will reduce queues at notary offices and create convenience for people.
In addition, a Notarial Chamber will be established based on the membership of all notaries.
A number of requirements are also being canceled during the execution of transactions related to property.
In particular, from January 1 of the coming year, it is not necessary to obtain the consent of administrations during the alienation of unfinished housing construction, to obtain the consent of the guardianship and trusteeship bodies when renting property on behalf of a person under guardianship.
The mandatory notarial procedure for certifying a number of transactions is also canceled. In particular, from October 1, 2019, a notarized power of attorney for the right to use and drive vehicles between immediate relatives will be canceled.
From January 1, 2020, the mandatory notarization of an agreement on leasing and gratuitous use of enterprises, mortgages, collateral and leasing for the acquisition of property in the primary market will be canceled.
