State Testing Center’s one of the main sources of financing cut
A draft resolution of the Cabinet of Ministers on amending the resolution No.130 “On strengthening the State Testing Center in connection with the improvement of the system of admission to higher education institutions through testing”, adopted on February 20, 2018, has been published on the portal for discussing draft normative-legal acts.
It is noted that this document is adopted in order to improve the financial independence of higher education institutions.
The document provides for the exclusion from the text of paragraph 5 of the Resolution No.130 the words “proceeds from tuition fees of higher education institutions (up to 5%)”.
In accordance with the current version of paragraph 5, the main sources of financing for the STC are state budgetary funds, off-budgetary funds, revenues from tuition fees of higher education institutions (up to 5%), a fee collected from applicants for participation in tests and other sources, not prohibited by law.
