From January 1, some functions and powers of local executive authorities will be transferred to the territorial divisions of the relevant government bodies.
According to the presidential decree, the following functions and powers are transferred to other organizations (the table is presented in Russian):
In addition, from January 1, the functions and powers of khokimiyats providing for the followings will cease to apply:
- coordination of technological, forestry, agrotechnical, hydrotechnical, sanitary-technical measures;
- adoption of decisions providing for their violation of administrative responsibility, on the protection of public order, if they are not regulated by the Code of Administrative Responsibility, as well as on the fight against natural disasters and epidemics;
- making decisions on limiting, suspending and terminating activities related to violations of the conditions and requirements stipulated by the conclusion of the state environmental review on emissions of pollutants into the atmosphere by stationary sources of air pollution;
- making decisions on limiting, suspending and terminating the activities of organizations in cases of damage to the state of forests;
- making decisions on the suspension of market activity.
