Deputy Minister of Justice: Uzbekistan takes a comprehensive approach to combat corruption

On December 16, the 8th session of the Conference of States Parties to the UN Convention against Corruption began its work at the Abu Dhabi National Exhibition Center (UAE). A delegation from Uzbekistan led by Deputy Minister of Justice Khudayor Meliyev is participating in it.
 
Meliyev made a report, informing the participants in detail about anti-corruption measures taken in Uzbekistan. It was noted that decisive steps are being taken in the country to prevent and combat this extremely negative phenomenon, to strengthen the legal and institutional foundations. State policy provides for a comprehensive study of the causes and conditions of corruption risks, timely identification and suppression of offenses, ensuring the principle of the inevitability of punishment.

As Meliyev stressed, after President Shavkat Mirziyoyev took the office, the first law signed by him was the Law “On combating corruption”. It became a clear signal of the political course of the country’s leadership.

The role of the Justice Ministry as a body responsible for the implementation of a single state legal policy is noted. In particular, the Justice Ministry, as part of the legal examination, also carries out an anti-corruption examination of draft regulatory legal acts. In turn, a system has been formed for the provision of public services to individuals and legal entities on a “single window” basis. “This allows us to prevent cases of corruption that may occur between citizens and employees of the responsible authorities in the provision of public services,” Meliyev said.

In addition, on August 1, 2019, as an experiment, the implementation of the “Sphere without a corruption” project began in the capital construction and education system. As part of it, specific measures are being taken to eliminate obstacles associated with red tape, strengthen the rule of law, and ensure a fair and transparent implementation of all processes.
