Initiators of draft laws will have to justify their projects before MPs
The Committee of the Legislative Chamber of Oliy Majlis on Anti-Corruption and Judicial-Legal Issues, using the right of legislative initiative, developed a new draft law and submitted it to the lower house of Parliament.
According to the current legislation, after the bill is submitted to the Legislative chamber by the competent initiative body, it is prepared for discussion and considered by deputies in the first and subsequent readings. This reduces the responsibility of initiating bodies for the development of high-quality bills, according to parliamentarians.
A draft law is being prepared for the first reading in the Legislative Chamber, which will make changes to the articles of the laws “Regulations of the Legislative Chamber of Oliy Majlis” and “Procedures for the development of draft laws and their introduction to the Legislative Chamber of Oliy Majlis”.
In accordance with the proposed innovations, when the draft law is adopted in the first reading, the subject of the right of legislative initiative or its representative will have to make a report and conceptually justify the project, defend it before the deputies.
According to deputies, it is not uncommon to introduce draft documents that do not have a direct mechanism and do not comply with the requirements of the current legislation.
“Such an irresponsible approach has a negative impact on the quality of the draft law,” said the Chairman of the Anti-Corruption and Judicial-Legal Issues Committee, Jakhongir Shirinov. “In the last five years, the Legislative Chamber has considered 627 draft laws, 60-70% of documents are reviewed and finalized by deputies, which takes a lot of time and resources, and thus influences the activity of members of Parliament in working with voters, carrying out control.”
