“Sultan Tex Group” sues Deputy PM Uktam Barnoyev and Agriculture Minister Jamshid Khodjayev

“Sultan Tex Group”, a private enterprise engaged in cotton growing in the Karshi district, has filed a complaint with the Kibray district administrative court against Deputy Prime Minister Uktam Barnoyev, Minister of Agriculture Jamshid Khodjaev and his First Deputy Minister Shukhrat Teshayev.

The dispute between the private enterprise “Sultan Tex Group” and the Karshi district administration is still ongoing.

As it was reported to Kun.uz, the private enterprise “Sultan Tex Group” has filed a lawsuit in the Kibray district administrative court against Deputy Prime Minister for Issues of Developing Agrarian and Food Industries – head of the Republican Working Group on the assessment of the activities and potential of cotton-textile clusters Uktam Barnoyev, Minister of Agriculture Jamshid Khodjayev and First Deputy Minister of Agriculture Shukhrat Teshayev. Allegedly, the abovementioned officials held a meeting at the Cabinet of Ministers on April 8, 2020, during which it was decided to return the buildings and facilities of the ginnery attached to the private enterprise “Sultan Tex Group”, to suspend the operation of the cotton-textile cluster of the enterprise and to establish a farm cooperative in its place. At the same time, the private enterprise believes that the meeting was provided unsubstantiated information that violates the legitimate interests of “Sultan Tex Group”. That’s why a complaint was filed to find out that the actions violating the legitimate interests of the enterprise were unlawful.

This information was confirmed by officials of the Kibray district administrative court.

The first hearing was held on July 9 this year. The trial was postponed until 11:00, on July 16, because none of the defendants attended the trial.

According to the meeting statement, signed by the Deputy PM Uktam Barnoyev, 15,000 hectares of arable land, attached to the private enterprise “Sultan Tex Group” on a long-term lease agreement for the operation of its cotton-textile cluster in the Karshi district, have been returned to the khokimiyat’s reserve.

Subsequently, the Karshi district administrative court barred the Karshi district khokim and khokimiyat officials from interfering in the cluster activities that belong to the private enterprise “Sultan Tex Group”. Their attempts to cancel or change the cluster’s contract with farmers for 2020 were banned.

Currently, the Karshi district prosecutor has filed a protest against the court’s decision. The case is being considered by the Kashkadarya regional administrative court.
