“Gafur Gulom” Park leased to a Singaporean company with a charter capital of $700: Investor is a citizen of Uzbekistan

There were rumors on social networks about the construction of new residential complexes on the site of the “Gafur Gulom” Park in Tashkent. The Tashkent city administration had said that no residential complexes would be built in its place.

As the city administration reported, according to the order No. 670-F of the Cabinet of Ministers dated August 9, 2019, the Park of Culture and Recreation named after “Gafur Gulom” with a total area of 13.99 hectares has been leased to Singapore’s “BMP Smart Decision Private Limited” for a period of 49 years for the construction of a modern entertainment facility.

These days, social networks have disseminated information about founders of the Singaporean “BMP Smart Decision Private Limited”.

As it turned out, the company is registered in Singapore and its founder is a citizen of Uzbekistan, Sherzod Khalimov, a resident of the Yakkasaray district, Tashkent.

The company has a charter capital of SGD $1,000 (approximately US $720). The company was established on February 13, 2019.

The fact that the company’s owner, who is said to be a foreign investor, is a citizen of Uzbekistan and has a charter capital of less than ten million soums, casts doubt on the company’s total foreign investment of $10 million and it has been criticized by the general public.

A year ago, Sherzod Khalimov, who introduced himself as a representative of the same foreign company, and khokim of Tashkent Jakhongir Artikhodjayev met with the population and told different stories. In other words, the capital’s khokim proposed to renovate the park at the expense of the administration and create a new look together.

And now, the park is being handed over to a dubious company on the basis of a government order that has not been published in open sources. It is unknown based on what criteria the newly established company in Singapore was selected.
