Uzbekistan suspends export of medicines until October 1

The resolution of the Cabinet of Ministers “On measures to regulate the circulation of medicines, medical devices and medical equipment during the coronavirus pandemic” has been adopted.

Proposals of the Ministry of Health, the Agency for Pharmaceutical Industry Development, the “Uzstandard” Agency and the State Customs Committee on the following matters have been approved and they will be in force until October 1, 2020:

• when the appropriate list of medical devices and medical equipment, including oxygen concentrators, pulse oximeters and biologically active additives containing zinc, magnesium, selenium or vitamin D is imported and produced by local manufacturers, carrying out customs clearance (when importing) and selling them without state registration and mandatory certification;

• when the appropriate list of medicines is imported and produced by local manufacturers, carrying out customs clearance (when importing) within 5 days on the basis of certification (only with some chemical analysis) and selling them without state registration.

It is noted that in accordance with the established procedure, importers and domestic manufacturers of medical devices, medical equipment, including oxygen concentrators, biologically active additives and medications have been tasked with the followings:

• they are responsible for the quality and safety of products and must provide information about the products sold by them to the Agency within 5 days from the date of sale of the product;

• they conduct certain chemical analyzes of drugs, ensure that the international non-proprietary name is indicated on the packaging of the drug for certification in Uzbek, Russian or English. The manufacturer must provide a test report and a document indicating the test methods.

Export of medicines, medical devices and medical equipment from the territory of Uzbekistan has been suspended until October 1, 2020.

In this case, the export of certain medicines, medical devices and medical equipment is allowed by the Special Republican Commission for the preparation of a program of measures to prevent the spread of coronavirus in Uzbekistan on the basis of a joint conclusion of the Ministry of Economic Development and Poverty Reduction. 

The State Customs Committee and the Border Troops of the State Security Service will establish strict control over the smuggling of medicines and medical supplies from the territory of the republic.
