The President signed a decree “On further improvement of the multi-apartment housing management system.”
According to the documents, by July, territories of following facilities will be assigned to managing organizations through an open tender (total 16,281,878 square meters):
- 1227 apartment buildings;
- 30 schools;
- 64 preschool educational organizations;
- 9 universities and colleges;
- 90 parking lots;
- 173 playgrounds.
All state customers, as an exception, in the assigned territory will be allowed to conclude a direct contract with the selected management organization for the provision of utilities and emergency response services without a tender.
From July 1, 2021, a separate record of mandatory contributions or payments for each apartment building should be kept.
Owners or managers are allowed to make payments for determining the boundaries and sizes of land plots adjacent to apartment buildings and preparing the necessary documents establishing the right of permanent use - in installments, in equal shares.
The managers will conduct an inventory of the integrity of the supportging structures and floors (common property) in apartment buildings once a year.
