Agency for Plant Quarantine and Protection established in Uzbekistan
The President signed a decree “On measures to radically improve the system of plant quarantine and protection”.
According to the document, the Agency for Plant Quarantine and Protection was created on the basis of the State Plant Quarantine Inspectorate under the Cabinet of Ministers.
“The Plant Protection and Quarantine Agency is the successor of the State Plant Quarantine Inspectorate under the Cabinet of Ministers for rights, obligations, and treaties, including International Agreements,” the text of the document says.
Decisions of the agency are binding for ministries, departments, local government bodies, as well as economic entities and citizens.
The director of the agency is appointed and dismissed by the President.
The agency has the following tasks:
- implementation of a unified state policy and control in areas of plant quarantine and protection, as well as agrochemistry;
- agrochemical analysis of soil; quality control of all types of mineral and microbiological fertilizers supplied to agriculture; radiological and toxicological analysis of residues of pesticides, nitrates, and salts of heavy metals in soil and agricultural products;
- improvement of the prediction system for quarantine and plant protection, identification of coordinated effective methods of combating harmful organisms, as well as control of their execution, monitoring, prevention of penetration and proliferation and destruction of harmful organisms that can cause economic damage, etc.
The sources of funding for the agency’s activities:
- the state budget of Uzbekistan;
- technical assistance funds and grants from foreign (international) financial institutions and other foreign donors;
- other sources not restricted by law.
