Citizens paid more than 279 billion soums for non-observance of the mask regime

According to the Kun.uz source,   during the period of quarantine restrictions introduced after the detection of the first coronavirus patient in Uzbekistan, 1,139,872 persons paid a fine for the absence of medical masks.

Most of the offenses in the context of regions were observed in Tashkent region (215,764), in the city of Tashkent (163,383), in Samarkand (109,205) and in Fergana regions (161,879). The minimum indicator was recorded in the Republic of Karakalpakstan (30,534), Khorezm (29,209) and Navoi regions (22,346).

From March 16, 2020 to July 18, 2021, 80,833 people paid fines for the absence of medical masks in Kashkadarya, 79,270 – in Namangan, 58,807 – in Surkhandarya, 56,544 – in Andijan, 50,748 – in Syrdarya, 42,948 – in Bukhara, and 38402 – in Jizzakh.

According to Article 54 of the Administrative Responsibility Code (violation of the rules for combating the epidemic), the absence of a mask in public places in violation of the special requirements of the competent authorities in the context of the emergence and spread of infectious diseases dangerous to humans, entails a fine of up to 5 BCAs (from 245 thousand soums to 1 million 225 thousand soums).

The amount of fines paid by citizens of Uzbekistan, brought to administrative responsibility for the absence of a medical mask, is not known. If we assume that all of 1,139,872 people paid a fine in the amount of one BCA, the total amount of the fine is at least 279 billion 268 million 640 thousand soums. Considering that some offenders were punished in the amount of two or more BCAs, the amount of the fine may be even higher.

Earlier, it was reported that 1 million 163 thousand 27 people were brought to administrative responsibility for non-compliance with quarantine rules during the pandemic.
