New administrative regulations adopted for connecting consumers to power grids

The Cabinet of Ministers adopted a resolution “On Approval of the Administrative Regulations for the Provision of State Services for Connecting Legal Entities and Individuals to Electric Grids”.
The document was adopted in accordance with the presidential decree “On measures to further improve the business environment and improve the system of supporting entrepreneurship in the country”, Norma reports.
The regulation provides for:
- general rules aimed at simplifying the process of connecting consumers’ electrical appliances to the power grid;
- the procedure for submitting applications for sealing and concluding a power supply contract through Single Portal, public service centers or online platform at the choice of the applicant;
- the procedure for the development and provision of technical specifications and a draft contract for the turnkey delivery of construction and installation and commissioning works for connecting electrical installations to power grids, depending on their capacity;
- the procedure for carrying out the relevant turnkey work to connect consumers to the electrical network with a connected capacity of up to 50 kW and more than 50 kW.
In accordance with the regulations:
- number of stages for connecting consumers with a connected capacity of up to 50 kW is reduced from four to one and from four to two for consumers with a connected capacity of more than 50 kW;
- payment mechanism is being introduced for connecting consumers with a connected capacity of up to 50 kW by signing an “offer” agreement;
- all stages of consumer electrical connections are made through digitization through an online platform, public services centers, Single Portal;
It has been established that until January 1, 2022, the connection of consumers’ electrical appliances to the power grid will be carried out in accordance with the current administrative regulations for the provision of state services for connecting legal entities and individuals to the power grid, approved by a resolution of the Cabinet of Ministers of March 31, 2018.
From January 1, 2022, the connection of legal entities and individuals to the power grid will be carried out in accordance with the regulations through the centers of public services, Single Portal and online platform.
In connection with the above, the Ministries of Energy, Justice, ICT Development, the Antimonopoly Committee, Uzenergoinspektsiya, “Territorial Electric Grids” JSC were instructed to develop and approve, based on the requirements of the regulations, a technical document on the mutual integration of the online platform and Single Portal until October 1, 2021.
