Kun.uz traditionally recalls some of the changes that will occur in the legislation of Uzbekistan from October 1, 2021.
The profit tax rate for cement producers will be reduced
According to the presidential decree, the income tax rate for cement (clinker) producers will be reduced from 20% to 15%.
Permission to tint car windows will be issued only through a unified portal of interactive public services
According to the gov’t decision, from October 1, 2021, citizens will receive permission to tint the windows of vehicles only through a single portal of interactive public services.
Separate state number plates will be issued for electric vehicles
According to the gov’t decision, from October 1, 2021, the issuance of separate distinguishing registration state number plates for electric vehicles will begin.
Legal service centers will be established in all districts (cities) of the country
According to the presidential decree, legal service centers under the Ministry of Justice of the Republic of Karakalpakstan, regional and Tashkent city departments of justice will be established in all districts (cities) of the republic. In this regard, the staff of legal services in a number of state organizations at the district (city) level will be abolished.
Funds will be transferred to the customer only after confirmation of acceptance of the object by the auction winner
In order to reliably protect the rights of participants by the presidential decree, funds on the results of electronic online auctions will be collected in a special account of SUE “Center for Electronic Online Auctions” and transferred to the customer’s account after confirmation of acceptance by the winner.
Young employees of government agencies who have graduated from foreign universities in the TOP-500 will be paid a bonus
According to the presidential decree, young professionals, who have graduated from foreign universities included in the TOP-500 list of prestigious international rating agencies and received academic degrees (PhD and other equivalent degrees) in them, will be paid additional bonuses at the expense of the state budget.
A number of oversight functions of public administration bodies and local public authorities will be abolished
According to the presidential decree, the following will be abolished:
- obligation of individual entrepreneurs, who are payers of income tax from a fixed number of individuals, to submit tax returns to the tax authorities;
- prohibition of the sale of certain finished imported consumer goods for sale and retail sale after 12 months from the date of registration of the customs declaration.
Also, according to the list, some oversight functions of public administration bodies and local state authorities will be abolished.
“Remote electronic declaration” customs posts will be created
In accordance with the presidential decree, “Remote electronic declaration” customs posts will appear in the State Customs Committee departments in Tashkent, Syrdarya, Kashkadarya and Khorezm regions.
“Remote electronic declaration” customs posts will carry out remote customs clearance of electronic cargo customs declarations submitted by participants in foreign economic activity (FEA).
According to the decree, employees of teams working with inspection complexes (X-rays) at border customs posts will be paid a monthly bonus of 40% on the top of their salary at the expense of the state budget for harmful working conditions.
Provision of investment projects worth more than 200 billion soums with the necessary external engineering-communication networks will be carried out at the expense of the state budget
According to the presidential decree, the projects worth more than 200 billion soums, the share of which is not less than 25%, will be provided from the state budget with the necessary external engineering-communication networks.
Management of the commissioned multi-apartment house will be carried out by the developer for the first two years
According to the presidential decree, the management of the completed and commissioned apartment house will be carried out by the developer for the first two years, and the warranty period for the operation of the apartment house will be introduced for this period.
In this case, the management organization may be engaged by the developer in accordance with the contract to perform this task. Also, in the first two years, if the number of owners other than the developer of the apartment building exceeds 50%, the method of managing the apartment house will be chosen in accordance with the decision of the general meeting in the manner prescribed by the owners.
Percentage of allocations to the Judicial Development Fund will decrease
According to the presidential decree:
- 5% of the amounts received by the State Budget from the payment of state duties and penalties to the Fund for the Development of Judicial Bodies on cases considered by criminal, civil, administrative, economic and military courts;
- allocations to the State budget in the amount of 5% of the amounts collected on enforcement proceedings (excluding the collection of tax arrears through the sale of the debtor’s property) have been identified as sources of income of the Fund.
Previously, the amount of contributions to the Fund accounted for 40%.
The time and place of court hearings will be announced free of charge via SMS
According to the presidential decree, from October 1, 2021, the procedure for informing all participants about the time and place of court hearings by SMS will be introduced free of charge.
Income of individuals directed to professional development will be exempt from income tax
According to the presidential decree, the amount of taxpayer’s salary and other income transferred by him to relevant international association for membership, as well as to non-governmental educational institutions for retraining and advanced training shall be exempt from personal income tax.
In this case, these tax benefits will be applied in the amount of up to 8 BCAs. Thus, one should successfully pass the training course and have a document confirming the payment of membership fees and payment for services rendered as a member of the relevant international association.
Training courses on combating torture will be organized for law enforcement officers
According to the presidential decree, the National Center for Human Rights, together with the Interior Ministry and the Prosecutor General’s Office, will organize training courses on combating torture for officers of pre-trial investigation bodies and penitentiary institutions.
The Chamber of Accounts, the Ministry of Finance and the Internal Audit Service will publish quarterly reports on their activities.
According to the presidential decree, the Accounts Chamber, the Ministry of Finance and the Internal Audit Service will publish reports on their activities to the public at least once a quarter with the participation of the mass media.
Internal anti-corruption control structures will be established in all government agencies
According to the presidential decree, all state bodies and organizations, including the Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city khokimiyats, will establish internal anti-corruption control structures within the existing staff members.
These structures will be responsible for the early detection and prevention of corruption, the elimination of their causes and conditions, the prevention of conflicts of interest and the formation of an intolerant attitude to corruption.
