Senate comments on rejection of social entrepreneurship law

The law “On social entrepreneurship”, which was discussed at the 20th plenary session of the Senate of Oliy Majlis, and its rejection, have evoked various responses in social networks.

As the parliamentary press service reported, such disputes in the parliament, the reaction of media representatives and bloggers to this process “are certainly positively assessed from a democratic point of view, because today the country’s legislative body operates in a completely new atmosphere and on the basis of a new approach”.

“Senators cannot simply automatically approve all the laws submitted for discussion. Each document is scrutinized before being submitted to the plenary session. An expert council is involved, laws are preliminarily considered in committees. Initiators of the law are also directly involved in this process. In addition, the people’s deputies study the current situation on site. Only after that, when there is complete confidence that the law should be rejected, it will be returned,” the message reads.

The Senate stressed that the law rejection does not mean that it was completely abandoned.

“This needs to be understood correctly. We are talking here about a thorough revision of the law, since the Senate does not have the authority to amend the document submitted for discussion directly. The law is either approved or rejected. In case of rejection, it will be more thoroughly revised together with representatives of parliament, experts, initiators of the law, then submitted for re-discussion at a subsequent plenary session. This is the general process,” the press service noted.

However, some bloggers and ignorant experts, not taking these circumstances into account, make a one-sided conclusion and begin to accuse senators of not understanding social entrepreneurship. 

“In turn, one should not think that the Senate is against social protection. This is absolutely not the case. On the contrary, senators, as representatives of the people, are supporters of specific and targeted social protection, which means that social policy is the highest priority task facing parliament. Let it be a repetition, but it should be noted once again that the question lies in the need for a more thorough development of the law, since the law should work for the benefit of the people. There is no other reason. It is necessary to create conditions for our entrepreneurs to work in accordance with market principles, and only then there will be progress and development. The Entrepreneurial Code will soon be adopted and all entrepreneurs will work under a single law. It is then that many issues will be resolved,” the press service said.

As it became known, the rejected law is being revised again.

“It will be discussed at the next plenary sessions of the Senate. If the document is supported, then it will be approved. Therefore, we ask journalists and bloggers not to succumb to excessive emotions, correctly assess the situation and express an objective opinion. If they want to take a direct part in the process of finalizing the Law “On social entrepreneurship”, the Senate is ready to provide them with such an opportunity,” the Senate concludes.
