President signs decree on state social support for vulnerable populations during Ramadan
President Shavkat Mirziyoyev has issued a decree titled “On measures of state social support for the needy population during the month of Ramadan.” The document outlines a comprehensive package of financial aid and medical assistance aimed at supporting socially vulnerable layers of society.
To finance these initiatives, 800 billion UZS has been allocated to the “Vaqf” Charity Public Fund. According to the decree, a one-time material assistance payment of UZS 1,000,000 will be provided to specific categories of citizens, including:
- Families categorized as being under “state support” in the social register.
- Elderly citizens living alone who require dedicated care.
- Persons with disabilities.
- Families housing orphans or children deprived of parental care.
The decree also stipulates a one–time payment of UZS 500,000 for families listed in the “low-income family” category of the social register. This assistance extends to needy families included in supplementary lists formed by the “Neighborhood Seven.” However, the number of families in these additional lists must not exceed 20% of the total number of “state support” families in the respective region.
Crucially, these payments will not be included in the total taxable income of individuals when calculating personal income tax.
Beyond direct financial transfers, the government will cover the costs of medical treatment and surgical operations for 6,000 ill members of families included in the social register. To facilitate this, a specialized information module is scheduled for launch by March 1 to organize the referral of citizens to medical institutions and manage service payments.
The National Agency for Social Protection, in coordination with local neighborhoods, is tasked with finalizing the lists of recipients within five days. The funds are expected to be transferred by March 1, 2026, via “Xalq Bank” directly to the social cards or bank accounts of the beneficiaries.
