Several high-ranking officials brought to disciplinary responsibility

At a regular meeting of the Presidium of the Cabinet of Ministers, issues of increasing the efficiency of the offices of the Prime Minister in considering appeals of entrepreneurs were discussed, as well as the results of the work of the heads of ministries, departments, commercial banks and khokimiyats to ensure the timely and high-quality consideration of appeals sent through the receptions, Pravda Vostoka reports.

It was noted that in January-September of this year, out of 68,705 appeals received by the Prime Minister’s offices for consideration of entrepreneurs’ appeals, 67,220 appeals were considered, of which 37,225, or 55.4%, were resolved positively. In particular, 25,616 (37.3%) appeals are related to the allocation of loans, 8,610 (12.5%) – allocation of land, 2,530 (3.7%) – obtaining permits and licenses, 2,336 (3.4%) – taxation, 2,054 (3%) – uninterrupted supply of gas, electricity, water supply, 1,713 (2.5%) – allocation of buildings and rent payments, 25,846 (37.6%) – other issues.

Disciplinary measures were taken against managers who committed significant violations when considering appeals from entrepreneurs. Following the meeting, an appropriate protocol decision was made by the Presidium of the Cabinet of Ministers, according to which it was instructed to strengthen systematic work and control over the timely consideration of each appeal, ensuring a positive solution to the issues raised, as well as increasing the responsibility of managers when working with entrepreneurs’ appeals.

In addition, at the event, the effectiveness of the implementation of the presidential decree “On measures to implement the investment program of the Republic of Uzbekistan for 2021-2023” was analyzed. In accordance with the program, by the end of January-September of this year, investments totaling $10.2 billion were disbursed, or during the reporting period, the forecast indicators were fulfilled by 110%.

Also, shortcomings made in the work on the development of foreign direct investment and loans, ensuring the commissioning of large production facilities and capacities were considered in detail.

Based on the results of the consideration, a decision was made to apply effective disciplinary measures to the leaders who made irresponsible attitude. Among them are First Deputy Minister of Energy Azim Akhmedkhadjayev, First Deputy Minister of Health Amrillo Inoyatov, deputy khokim of the Syrdarya region Daniyar Madirimov, deputy khokim of the Fergana region Ikboljon Ergashev and deputy khokim of the Tashkent city Sharof Rakhmonov.

Following the meeting, additional measures were identified to ensure the effective development of foreign direct investment and loans, funds from international financial institutions and foreign government financial organizations.

Particular attention is paid to:

•  development and approval of monthly commissioning schedules by the end of this year of projects implemented under the investment program for 2021-2023;
•  formation of packages of proposals for investment projects for foreign investors by studying, with the involvement of leading consulting companies, the investment needs of the sectors of the economy and regions of the republic;
•  development of proposals for improving the accounting of attracted and utilized direct foreign investments and loans in the context of sectors of the economy and regions.
