Health Ministry puts effort into eliminating excessive paperwork in primary healthcare facilities from Feb 1

Of the 26 types of medical records kept in polyclinics, 14 were left. Of the remaining 14, 10 were simplified. 33 types of medical cards and forms were reduced to 14.

The Ministry of Health noted that the number of tasks assigned to primary healthcare workers was excessive, their main working time was spent on redundant processes related to filling out various reports, resulting in long queues at doctor’s appointments and limiting access to quality medical care.

“Therefore, a special working group was set up at a meeting at the Ministry of Health some time ago to reduce the number of documents and reports that are not useful for practice.

The working group set up by the ministry has studied the situation in depth and concluded that some of the 26 types of records and 33 types of reporting forms are practically unnecessary.

For example, at times when the population was in high demand, the admission department nurse’s filling in the “Registration of visitors to the outpatient clinic” was a waste of time, which led to justified protests. In addition, once patients were registered at the admissions department, they had to re-register to enter the doctor’s office.

The “Medical Journal of Injuries” may not be needed for months or even years if there are no adverse events. However, the nurse had to make a daily entry in this type of document stating, “No accidents occurred today”.

Another example: when a nurse at a family clinic “injected” each patient, she had to write it on several forms, even in a special journal, with the information “so-and-so syringes, so-and-so grams of alcohol, so-and-so grams of cotton were used”. This caused other patients to wait longer.

In order to put an end to such incidents, the relevant order of the Minister of Health was adopted. According to the document, starting from February 1 this year, 14 out of 26 types of medical records kept in the multidisciplinary central polyclinic, family polyclinic and family doctor’s offices have been left. Of the remaining 14, 10 were simplified. 33 types of medical cards and forms were reduced to 14.

It is also strictly forbidden to use forms of medical records that are not approved by normative-legal documents.

Now doctors and nurses spend most of their time on treating patients, whose main task is not to fill out the paperwork,” the ministerial press service concluded.
