Presidential decree: Municipal organizations will no longer require more than 30 types of documents from the population

From July 1 of this year, communal organizations in Uzbekistan will no longer require more than 30 types of documents from the population.

This is stated in the presidential decree “On additional measures to simplify the provision of public services, reduce bureaucratic barriers and develop a national system for the provision of public services”.

According to the document, from July 1, 2022, the request by utility organizations from the population, including business entities, of information and documents provided for by:

•  paragraph 4 of the presidential decree of March 23, 2021;
•  paragraph 5 of the presidential decree of July 24, 2021.

It should be recalled that from January 1, 2022, the demand by state bodies from the population, including business entities, is canceled:

a) information confirming the following facts:

- details of the certificate of state registration of a business entity;
- information on the availability of licenses, permits and confirmations of receipt of notifications;
- information on the payment of state duties, fees and other payments;
- information about securities, transactions with securities, receipt of dividends;
- information about registration as a low-income family or a member of a low-income family;
- information about alimony paid by individuals and received;
- higher education diploma information;
- information about the graduation of an individual from a secondary special, vocational educational institution;
- information on graduation by an individual of a secondary general education institution (on the basis of the 11th grade);
- information about the presence of citizens in “Yoshlar daftari” (“Youth notebook”) or “Ayollar daftari” (“Women’s notebook”);
- information about self-employed persons;
- information about the document confirming the right to a benefit for applicants who have a benefit when enrolling in higher educational institutions;

 b) the following documents:

- copies of financial statements;
- certificates confirming the wages of individuals for the last 12 months;
- certificates of receipt of social benefits and pensions.

In addition, starting from June 1, 2021, the demand by state bodies, business associations, local executive authorities, state organizations and institutions from the population and business entities is canceled:

a) documents confirming the following facts:

- presence or absence on the account in a psychoneurological dispensary;
- presence or absence on the account in a narcological dispensary;
- the presence or absence of a criminal record;
- address and reference information;
- the presence or absence of personal housing in the name of a citizen;
- the area of the dwelling;
- the presence or absence of tax debt;
- registration of an individual taxpayer with the state tax authorities;
- the amount of pensions and benefits;
- presence or absence in the list of recipients of pensions and benefits;
- registration of marriage, lack of registration of marriage or dissolution of marriage;

b) the following:

 - a copy of an identity document;
 - a photograph of the face of the established form;
 - certificates of medical and social expert commissions;
 - work books and their copies (with the exception of cases of reclamation in the process of assigning a pension to citizens in the absence of the possibility of obtaining this document through the interdepartmental hardware and software complex “Unified National Labor System”);
- archival certificates confirming wages and work experience, training in higher and secondary specialized educational institutions (with the exception of cases of claiming in the process of assigning a pension to citizens in the absence of the possibility of obtaining this document through the interdepartmental hardware and software complex “Unified National Labor System”);
- cadastral documents and their copies.
