Republican center for emergency medical care being created in Uzbekistan

The President signed a resolution “On improving the system of providing emergency medical care to the population”.

According to the document, a republican emergency medical center and 14 of its regional branches are being created in Uzbekistan on the basis of the ambulance service and medical vehicles. A unified vertical management system for emergency medical care is also being introduced.

The resolution established that:

- the center in the republic coordinates and controls the activities of emergency medical care in Karakalpakstan, regions and Tashkent;
- employees of the ambulance service, special vehicles (spare parts, fuels and lubricants and others), as well as the provision of medicines, consumables and medical equipment are transferred to the regional branches of the center;
- in the center and its regional branches, situational coordination departments are created, which, on the basis of analysis, manage the activities of the emergency medical care system in districts (cities) and regions and make proposals for its improvement;
- ambulance vehicles as part of the fleets of the system of the Ministry of Health are transferred to the regional branches of the Center, and the maintenance of these vehicles is carried out on the basis of outsourcing agreements;
- control over the consumption of fuels and lubricants of ambulance vehicles is carried out through an electronic program.

The Ministry of Health was instructed to approve the charters and structures of the center and its regional branches within a month. At the same time, the director of the center is given the right to make, if necessary, changes to the approved structures within the framework of the total maximum number of employees and the wage fund.

In addition, the Ministry of Health, together with the Ministry of Finance, the Ministry of Employment and Labor Relations, within a certain total limit on the number of employees in the health system and funds allocated from the state budget, was instructed to develop and by September 1, 2022, approve the updated staffing standards for the center and its regional branches, the republican scientific center for emergency medical care and its regional branches, central district (city) hospitals and vehicle fleets of the system of the Ministry of Health.
