MIA may be transferred the authority to license activities for training and retraining drivers

It is planned to transfer to the Ministry of Internal Affairs the authority to license activities for training and retraining drivers by non-state educational institutions, as well as notification of the start or termination of activities in the field of advanced training for drivers of motor vehicles and urban electric transport.

According to the Legislative Chamber data, today 1,348 licensed business entities annually train an average of 500,000-530,000 drivers. At the same time, it can be stated that in recent years there have been problems in the driver training system, as a result, the level of their knowledge and skills is not at a sufficient level. As traffic accidents increase, so does the number of people who die in road accidents. In particular, in 2020 there were 6,982, in 2021 - 10,001, and for 6 months of this year - 3,559 traffic accidents. As a result of such tragic circumstances, many people either die prematurely or remain disabled. These figures indicate the need for a radical review of the driver training system.

Now ensuring road safety is entrusted to the traffic safety units of the internal affairs bodies, as a result, this procedure causes various inconsistencies. That is, the body issuing the license and the body controlling its execution are different. This approach negatively affects the overall control of the driver training system.

In the draft law “On amendments and additions to some legislative acts of the Republic of Uzbekistan aimed at improving the road safety system”, considered at the meeting of the Legislative Chamber of Oliy Majlis, an attempt was made to find solutions to existing inconsistencies.

In particular, the transfer of a number of the above-mentioned powers to the Ministry of Internal Affairs. The changes being introduced are aimed at improving the quality of education and ensuring road safety by transferring the authority to issue licenses to educational institutions that train drivers and to control their activities - to a single state body - traffic safety units of the internal affairs bodies.

At the meeting, the bill caused heated discussions. Speakers, emphasizing the importance and necessity of the document, gave reasonable proposals for further improvement of the draft law, which was adopted with a new name - “On the introduction of additions and amendments to some legislative acts of the Republic of Uzbekistan”.
