Persons suspected of HIV and AIDS to undergo involuntary medical examination 

The draft of the decision of the Cabinet of Ministers “On determining the procedure for involuntary medical examination of persons suspected of being infected with HIV/AIDS, identified during special operative-preventive measures carried out by internal affairs bodies, at the expense of budget funds” was published.

Based on the presidential decree, the tasks of developing mechanisms for involuntary medical examination of persons suspected of being infected with HIV/AIDS detected in special operative-preventive measures carried out by the internal affairs bodies at the expense of budget funds are defined.

The procedure for involuntary medical examination of persons suspected of being infected with HIV/AIDS identified during special operative-preventive measures carried out by the internal affairs bodies is approved at the expense of the state budget.

Such a procedure will be introduced, according to which:

  • From January 1, 2023, an involuntary medical examination of persons suspected of being infected with HIV/AIDS identified during special operative-preventive measures conducted by internal affairs bodies will be carried out at the expense of budget funds;
  • Involuntary medical examination of persons suspected of being infected with HIV/AIDS will be carried out in laboratories of the Republican AIDS Center of the Health Ministry, AIDS Center of the Health Ministry of Karakalpakstan, AIDS centers of regional health departments and Tashkent city health department, inter-district HIV centers diagnosis of infection;
  • Expenses related to the involuntary medical examination of a person suspected of being infected with HIV/AIDS will be carried out at the expense of funds allocated for these purposes from the state budget for healthcare in the relevant fiscal year.

The Ministry of Health envisages allocation of funds for expenses related to involuntary medical examination of persons suspected of being infected with HIV/AIDS within the framework of the law “On the State Budget”.
