Activists comment on murder in Kuyi Chirchik, highlight the systemic problems 

Another barbaric violence against women shocked the public. Activists write that the tragedy was caused by unresolved systemic problems.

In the Kuyi Chirchik district of Tashkent region, a man brutally beat his wife and shortly afterwards stabbed her to death. Despite the fact that the woman turned to the DIA after the beating, the prophylactic inspector could not prevent the second crime that occurred following the first crime.

Kun.uz published the reports of the Ministry of Preschool Education (the beating happened in a kindergarten), the Prosecutor General’s Office, the General Directorate of Internal Affairs and its report from the mahalla where the incident took place. 

In an interview with Kun.uz,   the father of the 24-year-old deceased said that the prophylactic inspector was also the cause of his daughter’s death. According to him, the police officer did not immediately take action against the man who beat the woman, but went away on his personal matter.

The incident shocked public activists.

“Some have already suspected the woman of committing adultery - it is a sin, isn’t it?”

Blogger Shakhnoza Soatova, adviser to the Minister of Justice on the issues of the state language, drew attention to the fact that some people managed to accuse the deceased of adultery without knowing her, but those who knew her closely said that the woman was virtuous and chaste. 

“The woman who was stabbed to death by her husband in front of her two children in Kuyi Chirchik, was beaten by her husband, had been living with her father for 3 months, and she was described as a virtuous and chaste woman by her neighbors in the mahalla and by her coworkers. Her husband had maniacal jealousy. One may have a look at the Kun.uz inquiry in detail.

Unfortunately, the prophylactic inspector did not take measures on time. He could have prevented the crime. But after receiving the application from the victim, he was busy with his other business.

[...] Some have already suspected the woman of adultery - isn’t it a sin? The poor woman lived in pain and died, and even after dying she was gossiped. Some of you still need to fix something in your brains, don’t you?!”

“Murder is the gravest sin after disbelief in Islam”

Religious scholar Mubashshir Ahmad also condemned the incident and reminded that attempting to kill someone else is considered a great sin in Islam. 

“We have no attitude and opinion towards the person who killed his wife out of jealousy. Because there is a teaching of our religion about this. Where there is a strict ruling of religion, we do not give an opinion.

The rulings of Islam in this regard are as follows:

1. Whether it is a man or a woman, killing another soul is absolutely forbidden and a great sin. Murder is the next sin after blasphemy.
2. It is forbidden to act on suspicion. If treason is clear, there are two issues: a) treason, that is, there must be four witnesses who saw the adultery. b) if there is no other witness to the treason than the husband, the issue of lion is valid. (Review the conditions of the four witnesses and the issues of lion from the fiqh books).
3. Judgment in the two issues mentioned above will be in the court. Unlawful judgment is strictly prohibited. Such an act is punished as a murderer.
4. Efforts are made to prevent such betrayals. Good moral norms are promoted, actions contrary to Islamic morality are prohibited”. 

“There is a need for social think tanks”

Abdurakhman Tashanov, head of “Ezgulik” human rights society, an activist, says that the root of the problem is deep. 

“According to the Supreme Court, the crimes of murder and grievous bodily harm increased sharply in the next two years. According to the State Statistics Committee, most of the causes of death are heart and blood vessel diseases. If we consider that the main cause of these diseases is related to the nervous system, we can see the harmony in the opinion of the Supreme Court and our statisticians.

So, there is a process of social tension in the society. The incident of the woman above is just one example of this social tension.

At this point, there is a need for social intelligence centers and institutions that can diagnose the balance of social relations in the state.

[...] The solution to the problem is not only in religion, spirituality or ignorance. The field absolutely needs nationwide research. "Delaying this task will have irreparable consequences”.

“If bloggers need to be arrested, the courts will work 24/7, right?”

Guzal Nazarkosimova, a pedagogue from Jizzakh and a social media activist, emphasizes that law enforcement officials, who are working day and night to punish bloggers, allowed the death of this woman.

“One WOMAN, a MOTHER, was killed by one alcoholic. Billions of soums have been allocated to the committee called family and women, why are they not justifying themselves? 

What was the prophylactic inspector doing when the husband beat his wife in the kindergarten? Why didn’t he immediately put the husband in jail for 15 days? Courts will be working until Sunday night, if they have to arrest bloggers...”

“Who else must be slaughtered for your lawful reaction?”

Doctor of Economics, Professor Barnogul Sanakulova criticized the fact that the persons responsible for women’s and family issues did not react to the incident that happened in Juyi Chirchik. 

“We are such a deaf and paralyzed nation! We are a society where one woman is easily beaten in front of the children, and even if he stabs a woman in her house, we observe the happenings quietly!”

Sanakulova criticized all structures responsible for protecting women’s rights, the Ministry of Mahalla, the Committee on Women and Gender Equality of the Senate, social sector institutions and centers.

“Who else should be sacrificed? Wake up, leave your meaningless meetings and start implementing the tasks set by the President and the reforms that the people are waiting for?! Tell me who else needs to be slaughtered so that you can start acting lawfully?!

If you cannot save one woman’s life, if you don’t have the power to ensure the rights of one girl, what do we need you for?! What is the benefit of feeding you by burdening the budget? There are so many of you... Tell me, what else can we do for you to work?”
