Detention precautionary measure applied against some persons due to riots in Karakalpakstan may change to a lighter one

The Parliamentary Commission and Jokargy Kenes made a proposal to the Prosecutor General’s Office. Citizens who have regretted their crime, have minor children under their care, are in a difficult family situation and are the only breadwinner in the family are requested to change the preventive measure of imprisonment to a lighter one. Among them are women.

The parliamentary commission to investigate the events of Karakalpakstan and the Jokargy Kenes have asked the Prosecutor General’s Office to change the preventive measure of detention of some citizens to a lighter one. 

The list of those requested to be released from prison includes citizens who regret their actions, who have minor children under their care, who are in difficult family circumstances and who are single breadwinners in the family.

According to the commission’s information, during a one-on-one interview, they said that they were influenced by false information without understanding the situation well, and they sincerely regret what they did. Especially, the women said that they missed their children very much and made the right conclusions from the events that happened.

“The Jokargy Kenes of the Republic of Karakalpakstan supported the proposal to join the deputies of the local district councils on the basis of public guarantee to the persons on the list formed by the commission members.

Based on the above, the Commission and the Jokargy Kenes have requested from the Prosecutor General’s Office that the preventive measure of detention should be replaced by the precautionary measure of public control and house arrest for those citizens who have minor children under their care, as well as those who are single breadwinners in their family,” the report said.

It should be noted that due to the riots that took place on July 1-2, according to the official news issued on July 4, 516 people were arrested; it was said that most of them were released with an imposition of administrative fines. 

According to the relevant statute, the parliamentary commission should independently study the events happened in Karakalpakstan. It is established that state agencies will not be allowed to interfere in the activities of the commission. The Commission has the right to obtain any information and circumstances it deems necessary for the study of public opinion.
