On November 8, a detainee kept in the temporary detention center of the DIA Public Security Service of Kokand city, Fergana region, died of heart disease, the regional DIA reported.
Allegedly, on June 1 of this year, citizen R.N. was sentenced to a restriction of liberty by the court verdict and placed on probation. However, he violated the established restrictions and left the designated area. As a result of the measures taken, he was arrested on November 6 in the city of Tashkent and placed in the temporary detention center of the Kokand city DIA.
“On November 8 of this year, at 02:56, the convict N.R. felt bad. That’s why prisoner S.Yu, who was kept with him, called officers for help. The staff of the detention center saw the situation through the surveillance camera installed in the facility and immediately called for emergency medical help. The medical personnel, who arrived at the institution, noted the death of the prisoner at 03:16,” the regional DIA said in its statement.
According to the initial diagnosis of the Kokand inter-district forensic medical examination department, the cause of the deceased’s death was “chronic ischemic heart disease, acute insufficiency of coronary blood vessels”. No injuries were found on his body.
The Kokand city prosecutor’s office is investigating the case.
It was reported that the deceased, who died in the MIA facility, was sentenced to 2 years in prison for theft in March 2021. Later, in October 2021, the unserved portion of the sentence was commuted to correctional labor for the same term. After that, in June 2022, the unexpired term of correctional work for more than 1 year and 1 month was replaced by the punishment of restriction of freedom, which consists of not leaving the house at night (from 21:00 to 06:00) for this period. Also, the procedures for serving the sentence of imprisonment and the consequences of evading the sentence were explained to the deceased.
It should be recalled that on October 17 of this year, it was reported that a 15-year-old teenager, who was imprisoned for trying to steal, died at the DIA institution in Fergana. In connection with this situation, the prosecutor’s office opened a criminal case: a precautionary measure in the form of “imprisonment” was applied against two people. Also, a service check was appointed against employees of the DIA.
