New procedure to be introduced in state bodies implementing state civil service
The draft of the presidential decree “On additional measures for the organization of the state civil service” was published.
Starting from January 1, 2023, the following procedure will be introduced in state bodies and organizations where the state civil service is implemented:
• state civil servants are rotated in a mandatory, planned and unplanned manner;
• rotation of state civil servants is carried out within one state body and between other state bodies;
• no competition is held when a state civil servant is appointed to a position on a rotational basis;
• social guarantees and appropriate compensations are determined for civil servants of the state appointed on a rotational basis;
• the Civil Service Development Agency monitors civil service positions that must be rotated in the civil service.
Until April 1, 2023, the Ministry of Information Technologies and Communications Development and the Agency will create the possibility of conducting the process of rotation of state civil servants electronically in the automated information system hrm.argos.uz within the software-hardware complex of the “Unified Electronic Information and Analysis System of the State Civil Service”.
It is determined that expenses related to the transfer to another state civil service post in the rotation order, reimbursement of living and transportation expenses is carried out at the expense of the state budget and other sources not prohibited by legislation.
