Order of rotation in state civil service announced

The regulation is applied in state bodies and organizations (state body) where the state civil service is implemented.

The rotation of the state civil servant is carried out for the following purposes:

ꞏ development of personal and professional qualities of a state civil servant, management skills;
ꞏ increase the efficiency of the state body, ensure rapid and comprehensive socio-economic development of the regions;
ꞏ formation of a reserve of managerial personnel, rational use of the potential and experience of state civil servants;
ꞏ prevent corruption risks.

The following public civil servants are not rotated:

ꞏ undergoing training, retraining and professional development;
ꞏ pregnant women, women with children under the age of three;
ꞏ those who, based on a medical report, do not have the health status of themselves or their family members living with them to fulfill their service obligations for the position of the state civil service in which they are being rotated;
ꞏ those who are three years away from reaching retirement age.

Human resource management units and internal anti-corruption control structures are the responsible structural structure of the state body for the implementation of the rotation of state civil servants.

The rotation of state civil servants is carried out in a mandatory, planned and unplanned manner. The terms and conditions of the mandatory rotation of the state civil servant are stipulated in his employment contract
