A criminal case initiated against officials of “Uzyulinspektsia”
In February 2021, the Department of Road Construction Materials Quality Control and Road Testing Laboratory “Uzyulinspektsiya” inspected the thickness of the asphalt concrete layers laid on the 0-7 km section of the highway 4H-1071 “Khanabad-Turkabad” in the city of Khanabad, Andijan region, and confirmed that it met the requirements of the project and regulatory documents.
According to the information of the State Security Service, the thickness of the asphalt concrete layer on this road was re-examined by the official agencies this year, and during the control measurement, it was found that the thickness of 73 samples taken from the asphalt concrete coating of the object does not meet the requirements of the project and regulatory documents, and the thickness of the coating is low.
A total of $86,728 in overruns were discovered by the general contractor due to sub-par pavement thicknesses, and these overruns were fully eliminated during the inspection.
Although the thickness of the laid asphalt-concrete layer did not meet the requirements of the project and regulatory documents, the officials of the Department of Road Construction Materials Quality Control and Road Testing Laboratory of “Uzyulinspektsiya” gave a positive conclusion in 2021 and caused a lot of damage to the state interests.
In this case, taking into account the existence of signs of crime expressed in the abuse of power, official authority and professional fraud in the actions of the responsible employees of the Department of Road Construction Materials Quality Control and Road Testing Laboratory and others, the Transport Prosecutor’s Office, in accordance with Articles 205 and 209 of the Criminal Code, initiated a criminal case.
