The Senate of Oliy Majlis spent 3 billion 230 million soums on the two-day event and 400 million soums on gifts. The gifts include 150 bags worth 1,700,000 soums each, 15 pieces of halwa worth 387,000 soums each, and 5 souvenirs worth 17 million soums each.
For the 2-day event – 3 billion 230 million soums
Kun.uz drew attention to the fact that the Senate of Oliy Majlis spent more than 1 billion 56 million soums to feed the guests who came to the 14th summit of women leaders of the Inter-Parliamentary Union member states held in Tashkent on September 8-9. It is known that the total costs of the event amounted to 3 billion 230 million soums.
The Senate Department of Building Use and Economic Activities signed a direct contract with “Sky Events” LLC for 957 million soums for the rent of the Congress Center and coffee breaks, 1.2 billion soums for the halls of the Congress Center, and 1 billion 56 million soums for feeding the summit guests.
Luxury gifts worth 400 million soums
The Senate bought about 250 million soums worth of souvenirs for guests attending the next session of the Inter-Parliamentary Assembly of the CIS on October 27-28 from the LLC, which was opened a month ago, and various souvenirs from about a dozen non-governmental organizations. One of the souvenirs cost 17 million soums. The total cost of the gifts was at least 400 million soums.
According to the contract signed on October 26, purchase of nearly 250 million soums was made from “Blue-White Pantera” LLC. Among the purchased gifts, there are 1 bag worth 1 million 70 thousand soums to halwa worth 387 thousand soums.
According to the state register, “Blue-White Pantera” LLC was registered on September 20, 2022. It was not even a month since the enterprise was opened when it received an order of 250 million soums from the Senate.
Also, the Upper Chamber of the Parliament bought 25 scarves for a total of 10 million soums from Arofat Saydaliyeva, an entrepreneur. One scarf costs 400,000 soums.
A purchase of 28.4 million soums was made from an entrepreneur Bahrom Kholboyev.
A purchase of 98 million soums was made from a businesswoman Surayyo Sultanova: 5 souvenirs worth 17 million soums were purchased. It is not specified what kind of souvenir it is.
Besides, from the document attached to the joint resolution of the Senate Council No. 409 dated September 20, 2022, it is seen that the Senate will purchase souvenirs for guests from more than ten private enterprises and LLCs. But it was not possible to find the remaining contracts on the public procurement portal.
If the existing contracts are calculated from the open data, the gifts for the guests of the 2-day event of the Senate cost the taxpayers at least 400 million soums.
3.5 billion soums for technical systems
The Senate entered into a direct contract with UZINFOCOM on April 1, 2022 for the maintenance of servers, screens and systems. According to the contract, the monthly cost of these services is set at 349 million soums.
By the end of the year, on December 15, the Senate and UZINFOCOM signed a contract for technical expenses of 3.1 billion soums in addition to the contract of April 1.
It can be seen from the contracts that the Senate of Oliy Majlis spent a total of 3.5 billion soums for servers, screens and voting systems from April to December 2022.
These expensive contracts of the Senate were concluded in Russian, not in the state language. In addition, these technical costs are included in the general calculation. It is not stated whether the 3.5 billion soum cost includes maintenance of the hacked site or not.
It should be recalled that on November 2, 2022, a cyberattack was organized on the Senate official website. As a result, access to the site became impossible for a while.
441.4 million soums for cleaning the Senate building
On the occasion of the 31st anniversary of independence, the decision of the Senate Council was made to select “Royal logistics” LLC to conclude a contract for cleaning, washing and tidying of the Senate buildings directly and without complex expertise.
On August 30, 2022, a contract worth 392.4 million soums was concluded with “Royal Logistics” LLC, but on December 20, this contract was amended and the costs were increased to 441.4 million soums.
According to the state register, “Royal logistics” LLC was registered in June 2020. The main line of activity is other types of land passenger transportation. It is indicated that 100% of the company belongs to Nodira Fayzullayeva.
For information, the law on the state budget of 2022 provides for the allocation of 59.9 billion soums to the Senate, but with the changes made to the law, the expenses of the Senate have reached 69 billion soums.
Together with the 2023 state budget, the Upper Chamber was allocated even more – 92.8 billion soums.
