Suspicious tenders in Mahallabay Agency: 1-2 day old LLCs are becoming winners
All 3 tenders with a total value of 4 billion soums, which were held by the Tashkent City Department of the Mahallabay Work and Entrepreneurship Development Agency, were won by one LLC shortly after its opening. The same companies competed in all three tenders. This is not the first case of questionable tenders of the agency.
The Tashkent City Department of the Mahallabay Work and Entrepreneurship Development Agency held 3 tenders from December 12 to December 19. “The Lexar” LLC, which was opened 2 months ago, was declared the winner of all these tenders with a total value of 4 billion soums.
Case #1. 1.5 billion soums
“The Lexar” LLC won the 1 billion 505 million soum tender held from December 12 to December 19 for the purchase of computers and laptops, and on December 22, a contract worth 1,428,990,000 soums was concluded with this LLC.
Case #2. 1.48 billion soums
“The Lexar” LLC won the second lot of 1 billion 484 million soums held from December 12 to December 19 for the purchase of computers and laptops, and on December 22, a contract worth 1,408,980,000 soums was concluded with this LLC.
Case #3. 1.2 billion soums
“The Lexar” LLC won the third lot of 1 billion 200 million soums held from December 12 to December 19 for the purchase of computers, laptops and printers, and on December 22, a contract worth 1,158,970,000 soums was concluded with this LLC.
The Tashkent City Department of the Mahallabay Work and Entrepreneurship Development Agency signed a contract for 4 billion soums with “The Lexar” LLC for these 3 cases.
According to the state register, “The Lexar” LLC was registered on October 20, 2022, and its 100% share is owned by the son of Javokhir Rasulov.
It is noteworthy that in addition to “The Lexar” LLC, 2 more – “Crucial” and “The Globall-Field” LLCs participated in all the above 3 tenders. In the state register, the legal address of both LLCs is one place – Tashkent city, Shaykhantakhur district, Labzak street, “Shaykhantakhur” mahalla, house #32A. That is, two LLCs that participated in the tender and the “loser” are located at the same address.
In addition, “The Globall-Field” LLC was registered with the state on December 2. This LLC may be opened for participation in the tender. These cases increase the suspicion that there are corrupt schemes in the tenders.
This is not the first case. Earlier, Kun.uz drew attention to the fact that LLCs, which were opened a few days ago, won 4 tenders worth 3.4 billion soums held by the Tashkent City Department of the Mahallabay Work and Entrepreneurship Development Agency. While studying these tenders, we came across a few more questionable cases in 2022.
In particular, “Chevar San’ati” LLC was opened on the day of the end of the tender and received 4 billion 443 million 850 thousand soums in two weeks.
Case #1. 1 billion 660 million soums
“Chevar San’ati” LLC was the winner of the 1 billion 660 million soum tender for the purchase of sewing machines from August 1 to August 8, and a contract worth 1 billion 655 million 850 thousand soums was concluded. That is, the company that won the tender was registered with the state on the day of the end of the tender.
Case #2. 1 billion 785 million soums
From August 11 to August 18, the tender for the purchase of sewing machines, worth 1 billion 785 million soums, was won by “Chevar San’ati” LLC, and a contract worth 1 billion 779 million soums was concluded.
Case #3. 1 billion 10 million soums
From August 12 to August 22, “Chevar San’ati” LLC won the tender of 1 billion 10 million soums for the purchase of laptops, monoblocs and printers, and a contract worth 1 billion 9 million soums was concluded.
It is clear from these 3 cases that the company opened on August 8 won 3 tenders with a total amount of 4 billion 443 million 850 thousand soums by August 22.
In addition, “Tikuv Ustasi” LLC was opened two days before the end of the tender and in one week it received 3 billion 406 million 490 thousand soums.
Case #1. 1 billion 510 million soums
The 1 billion 510 million soum tender for the purchase of sewing machines from August 30 to September 8 was won by “Tikuv Ustasi” LLC, which was opened on September 6, and a contract worth 1 billion 508 million 490 thousand soums was concluded. That is, the 2 day old firm won this tender.
Case #2. 788 million soums
The tender of 788 million soums held for the purchase of sewing machines from August 31 to September 13 was also won by “Tikuv Ustasi” LLC, and a contract worth 788 million soums was concluded.
Case #3. 1 billion 110 million soums
Another tender of 1 billion 110 million soums held for the purchase of sewing machines from August 31 to September 13 was won by “Tikuv Ustasi” LLC and a contract worth 1 billion 110 million soums was concluded.
In these 3 cases, the company opened on September 6 won 3 tenders with a total amount of 3 billion 406 million 490 thousand soums by September 13.
Another interesting case: LLCs operating in Fergana region are winning a number of tenders held by the agency’s Tashkent city department. Also, Also, in cases where the LLC registered in the city of Tashkent is the winner, the fact that the founder of that LLC has LLCs operating in Fergana also raises various doubts.
The PGO, the Anti-Corruption Agency and the Anti-Monopoly Committee should conduct a serious investigation into these dubious tenders conducted by the Tashkent city administration of the Mahallabay Work and Entrepreneurship Development Agency, which involve billions of taxpayers’ funds.
