State organizations to make proposals to the President in 16 directions for improving their activities

These proposals should be aimed at not wasting budget money, increasing transparency, eliminating factors of corruption, giving state functions to business, and solving systemic problems.

All ministries and agencies in Uzbekistan will introduce the draft of the presidential document, which contains specific proposals in 16 directions, in order to organize their activities on the basis of a completely new system.

According to the decree signed on January 25, targeted measures on the following issues are defined in the draft documents:

•  organizational-legal and financial measures aimed at finding solutions to issues that need to be resolved in the fields, creating favorable conditions for the population, solving systemic problems of citizens;
•  development of competition in the process of public procurement by purposeful and rational use of budget funds, increasing the transparency of public procurement, as well as creating equal opportunities for business entities;
•  wide introduction of public-private partnership and outsourcing mechanisms in relevant fields, gradual transfer of some functions of ministries and agencies and their system organizations to the private sector starting from 2023;
•  development of business activities (providing services to them, provision of state subsidies, concessions and other support) and improvement of the social support system of the population;
•  “diagnosing” each of these areas and eliminating the factors of corruption based on the study of the causes and conditions of its development in the areas where corruption is rampant in the ministries and departments and the organizations that are part of them;
•  wide introduction of ICT in the field, including digitization of the work process of ministries and agencies;
•  saving energy, increasing its efficiency and wide involvement of renewable energy sources in the field.
